resourcepack wont download on client

in my server.properties i have resourcepack=resourcepack.zip and the sha1 is correct, the zip file has assets and pack.mcmeta inside the zip file, no subfolders, and require resourcepack is activated. when i log on to the server the resourcepack wont even pop up to ask if i want to download it, idk why
