Help with 1.21.1 Resource Pack

Hey, I need some help with 2 things.  1. Can someone tell me why my Netherite Sword with the custom model data of 1 is not appearing as the custom weapon, and 2. I want to give a shield a custom model and texture. How would I do that? Thanks!
