Server Side Custom Skyblock

I'm working on an event server and we want to do a custom sky box for our event. Everything I'm finding is client side. We are trying to keep the client side mods to Simple Voice Chat only if we can help it. 
Is there a way to do a custom sky box server-side that doesn't require our players have a mod to see it?
