Fallback with item model system?

I have an optional resourcepack for my datapack. The base potion bottles look fine on their own but I have been updating them to use item models and I dont know if theres a way to keep the resourcepack optional? 
(I used custom model data prior to 1.21.4 and figured updating to the item models was a good idea before relizing theres no fallback now)
