i want to use a lot of packs that add random mob textures

there are a lot of resource packs that adds new random textures for mobs and i want to use them all at the same time. of cource i cannot beacuse one will have the load priority. is there a way to make all them work? like add an eqyal chance for all of them to appear? and will any of this violate any liecence?
