Change texture in some dimensions 1.19.2

Hey!
I would like to be able to change the texture of the air and cave air blocks with something else when in the nether and the end dimensions.
If possible, I would like to add an effect like when under lava but with a different colour.
I have seen the ctm biome dependent feature with optifine textures, but from what I reckon, it's only to change the colour map?
Maybe someone could help. Thanks in advance!
