Snowball command

Why is this command invalid
/data merge entity @e[type=snowball,nbt={Item:{components:{"minecraft:custom_model_data":{strings:["boaterhat"]}}}}] {Item:{id:"minecraft:snowball",count:1,components:{"minecraft:custom_model_data":{strings:["boaterhatprojt"]}}}}
I know the problem is 
@e[type=snowball,nbt={Item:{components:{"minecraft:custom_model_data":{strings:["boaterhat"]}}}}]
I'm just not sur how you incorporate it correctly
