Worldborder Datapack not working

Hello guys,
I am currently working on a datapack, that is supposed to randomly teleport me at the first visit of the world and then set the worldborder center to where I got teleported and set the worldborder to 200. Yes I know, I can do those with commands, but enabling commands is enabling me to cheat in the world and I want to prevent that with the datapack.
