jigsaw help

Hi! I am sorry but this is about to be screenshot spam
This is on modded forge 1.18.2 (not sure it matters but hey thought I'd include the version)
I am probably making a very obvious mistake but I cannot see it as I have stared at this for weeks at this point with no answer in sight 
The structure itself spawns so I did not include those files, the issue I am having is that the jigsaw stuff does not work (The silly goofy dragon spawning)
