Custom dimension not working

What is wrong with my data pack for my Minecraft 1.21.10 server? This data pack is suppose to introduce a new dimension called the Abyss. It is suppose to be a dimension that has no sky, everything is dark/dark world. The base block for the dimension is crying obsidian. It is suppose to have black/dark fog, and also black/dark ash particles in the air similar to basalt deltas biome in the nether.
Why can't my server find my dimension. I ran the command: /execute in the_abyss:abyss run tp @s 0 80 0
And it said unknown dimension.
