Sculpting Datapack

Hey guys , I found a datapack online which makes it so that we can make small builds in blocks , it's like using mini blocks , the 16×16×16 area becomes a build space , so now my question 
 **How does this datapack work , I'd appreciate a explanation on how this datapack works**
