riding an allay

hello i am making allays ridable (a big version with tag elder) and u can ride it but you cant control it, i tried this command:
execute as @a if predicate neolis:holding_cookie_on_a_stick at @s run tp @e[type=allay,tag=elder,limit=1,sort=nearest,distance=..1] ^ ^ ^0.4 facing entity @s eyes
but it wont work, any ideas
