Player selection

I want to make a item, wich can be used to prank an other player from any distance. 
So if I have the item I have to select a other player to prank.
My first Idea was to make a GUI, but I want something that isn't so complicated.
If someone have a better idea (Maybe something like the player selection in a Command) pleas help me. 
I don't want to use some plugins, but I already use a resource pack (If there is a option with a ressourcepack).
