datapack not recognising commands

so.. from my very little understanding of datapacks, this should say "Datapack loaded succesfully.. hurray" when i load it.. but it doesnt. It only shows in /datapack list, if i try to do /function datapack_skeleton:load i reveive the msg unknown function . FTdatapack_skeleton:load 
for the record, i only put it in a zip file to post it here bc it didnt let me post a folder
