Help with a custom weapon

A Friend of mine wanted me to make them a weapon for 1.21.1, that being this:
When Right clicked, Grapple onto foes and inflict slowness. Right click again, launch toward foes, and launch slightly into the air. Snakes are a mace weapon as well.
I have no idea how I would even go about making this. Could someone help me? Thank you!
