1.21.8 New Pack cant find functions.

Just created a new pack on 1.21.8 to fiddle around with some stuff but cant seem to get functions to load in at all.
looking at the logs i find this
'C:\Users\me\AppData\Roaming\ModrinthApp\profiles\Datapacks\saves\Survival Pack\datapacks\attributes', ignoring```
and nothing else.

ive shared what my current folder structure is, maybe ive messed up something here since its a version of minecraft i havent really touched yet.

ive also shared what my pack.mcmeta file looks like.

im not entirely sure whats wrong, but its likely a minor issue on my end. any help would be appreciated :)
