My void world with only structures breaks when in 1.21.10 but is fine in 1.21.8

I'd love to be able to play with the new copper armor and tools but the datapack is "broken or invalid" in 1.21.10
Were there major changes? My Datapack includes a function to create a starting platform, noise settings to remove all non-structure blocks, and structure info to fix villages.
