Trying to make new biome datapack

Hello I'm trying to make a datapack to just simply have a new biome exist so I can set an area as that biome, the datapack loads as intended but the biome doesnt seem to be in existence on the world for some reason.  I've attached the actual world json file since Im pretty sure everything else is correct I just cant tell what the problem might be.
