Custom Enchant for Custom Spear

Currently this is the code for the spear's damage normally, but I want to make an enchant and have based on the enchants value a higher modifier for the damage coefficient of 0.00125 to be higher based on enchant level. I don't know how to go about checking for the enchant level and changing the coefficient accordingly.
