any way to make it so right clicking with a bottle gives another bottle?

so i got the idea of making something that would let you right click with a bottle so it would take away xp and give you an xp bottle in return? although just telling how to make a right click detection for a certain item overall (like a bottle) instead of it having to have some sort of tag/custom data but the full xp thing would also be nice to have
