Functions are not working

I'm working on a datapack that is supposed to set all player's health attribute from 20 to 40, and add a function that can run a list of commands. I'm also trying to make it where when someone goes into the nether, it tells them the nearest fortress coordinates. But when I put all the folders together, the /function command in game doesn't work. ZIP file with source code is attached.
