Loot Table Code Not Working

Is there a reason that this loot table code doesn't work?? I've been working at it for a while, but it just doesn't seem to function... either that or I put it in the wrong file. The code in question is the txt. doc. I've used sire solos OP loot end stone datapack as a basis and have just tried modifying the loot table to give me different items with custom enchants and abilities. Now the end stone drops nothing (when modifying the code with this new code. Also, sire solo's datapack had previously been broken, but he just fixed it, so the datapack is originally functional and tested).
