Progression Locking Using Predicates or Advancements

I was wondering if there was anyway to lock crafting recipes or other events behind an advancement or predicate. For example, I wanted to make a recipe require the player have at least 15 Full Levels of XP before it is able to be crafted. They can still have all of the materials that is needed to craft the item, they just wont be able to actually craft it until the criteria is met. Any help is greatly appreciated.
