What is the correct file structure be for this custom mod recipe?

I'm having trouble getting this test json for Amendments to work, probably because I don't know how to prepare the datapack folder properly. I've looked online and at other recipe datapacks and while it seems like I made it correctly, it still isn't working. At least, that's what I gleamed the problem is from asking the mod author, but I don't really know what he meant by his response.
The file path can be seen in the first image, and the pack.mcmeta is present and done correctly. I'm on 1.20.1 Forge.
