Secret Illegal Items - Private Server Prank

Hi! I've been trying to make a Minecraft datapack but it's been tough. I want help fixing it so it works like this: when I rename a paper to "Admin" and pick it up, I get a custom loadout of illegal items, armor, and weapons (happy to share specifics). It should also switch me to Creative mode if I was in Survival. Every time I pick up the paper, it should give me the loadout again. It's just a prank for my private server.
