my custom datapacks is not working

Version 1.21.6
Mods: Fabric, Carpet.
issue: when i try to create any datapack, it does show up in the datapack list, but commands don't show up on autocomplete using /function. i checked if the folder placements are alright, and they should be good. i can give the folder tree upon request. the datapack itself is a simple "say hello" command. nothing too complicated. HOWEVER i did use AI to create the files and folders. it might be wrong, which is why i need help with placing the files and folders manually, so i can get it working. when the test datapack works upon solving the issue, i'll try something more complex, using what i've learned from here. any help would be appreciated.
