General Petition for Help Regarding the Creation of a Datapack

I am creating a datapack for a 1.21.7 fabric minecraft server. It should give me admin-like abilities whenever I get a paper and rename it to "Admin" in an anvil. It gives me creative and a list of "illegal" items. The server recognizes it as an enabled datapack, but does not carry out any functions featured in it. I've tried creating this (unfortunately yes, with chatgpt) at least 11 times to no avail. It simply never carries out any of the functions of the datapack. I am now stumped on what I might do to fix it. I have a negligible amount of experience regarding the creation of datapacks or coding, so I am essentially helpless without chatgpt, and it doesn't seem to be resolving the issue, which I have yet to find myself. 
I apologize that this is quite a general petition rather than a specific question, but I have nowhere else that I can find answers or learn how to fix this. I'll put the datapack in this post. Also, the original intent was for the datapack to give me operator, but I couldn't figure out how (and chatgpt didn't really want to help me with that one). This method seems better anyway, stealthier, but I'll take anything at this point. The datapack is labelled "itemagetracker" as a guise for the actual operator features included. It is meant to be secretive, since I want to prank some of my friends on a private server.
