Making a parachute

Is there  a way to alter the functionality of an elytra so when you're flying (so you pressed space), you dont actually fly but just slowly descend downwards?
I know the gravity attribute modifier makes you descent slower, but that is always applied, even when youre not in the flying state. 
Also the movement speed modifier doesnt influence how fast you fly.
