Certain items dropping twice from a datapack loot table

Whenever any of these drop tables are called. Certain items are always dropped twice. When it should only drop one.
For instance the Generic Drop table for some reason drops two enchanted books whenever it is supposed to drop. The Legendary Drop table does the same thing. Whenever it is called it always drops two of the same legendaries. I'm at a loss for what could be causing it.
Note the Datapack this is for is for 1.21.8
Edit: It doesn't matter if Looting or Luck is used. Even without it two have dropped.
