Time Zone Datapack help please

I can't tell if I am dumb or if my game just doesn't want to work. I am trying the Datapack "Real Time Link" and as far as I know I am doing it correctly with everything downloaded (tho I may not be right) but when I go to plugin the command it doesnt seem to want to work... Please Help
