I think I am not getting jigsaw blocks

Hi,
I am just playing around with structure blocks for the first time to see if I can get them to work. I can save and load structures using structure blocks now, which was relatively easy. However, now I am trying to get jigsaws to work, but something is going wrong because it won't generate anything and it is not giving me any error messages that I can work with.
I have a simple setup with 3 rooms (start --> hallway --> end). I have included pictures of the structure block and jigsaw block info on the start room and the hallway. I also have a test_pool.json file that is kept in New World\generated\magicspook\worldgen\template_pool (don't mind the processor, that doesnt do anything) I don't know to do anything more than that.
I am also noticing that the 'levels' slider is not working, it always defaults back to 0. Is that related?
