What does execute anchored eyes do?

In the mc wiki it said "sets the local coordinates to where its eyes are. So if I do execute anchored eyes at @s run tp @s ~ ~ ~ does this tp me to my eyes? Why does ~ ~ ~ not work and ^ ^ ^ works?
