First time making a data-pack but the functions dont work in game !

hey guys I am new to making a data-pack I just started and my very first command didn't work .... good start. 
the data-pack is super simple just a data-pack with a function "mimbo:load" that displays a text saying "it's finally working!" with the command "say" 
but for some reason the function is not loaded idk why im stuck here i tried asking the AI but it keeps repeating for me to check the folders etc ......
