what am I doing wrong (custom structure)

I'm trying to make custom structures in Minecraft 1.21.1. I'm making a datapack (1 to 1) from the guide and when I try to load the datapack into, for example, a new world, it doesn't show up in the datapack menu (in Minecraft). I'm posting the code below.
