Tick command

So I’m really new to making data packs and only know very simple stuff. But I want to create a simple time freeze power in Vs code. The basic premise is to have two clocks in your inventory one named “pause” the other “resume” and when held  just does the tick freeze and tick unfreeze respectively. But I have no idea how to start that
