1.21.4 structure datapack issue

so I'm making this datapack and i have this issue regarding not being able to place the kokous structure or the template, either via /place or structure block, which also affects world generation placement, despite the locate command proving that a location has, in fact, been picked. The structure in the NBT file doesn't contain any jigsaw blocks, but I think it shouldn't be a problem because it's in the start pool (which is the only template pool).
