structure says it generated when nothing is there.

i have made a datapack for minecraft that makes an illager castle spawn into the world. all the structure files are saved and in the datapack. when i locate it in a world, nothing. when i use the /place command, nothing, but it does say it was successful. what are some possible issues i may be having.
