Make a skeleton attack every mob

Version : 1.21.5 I would like to summon a skeleton that attacks every single mob. My strategy would be using baby turtles that ride every single mob but it sounds laggy and I don't really know how to do that. Is there a better way to do it ? If not, could I get some help to do the baby turtles-mobs thing ?
