summoning an enchanted arrow

can i summon an arrow that would behave as if it had been shot from an enchanted bow? i have a bow with a custom enchantment that runs whenever an arrow shot with it his something and i was wondering if that could be replicated by just summoning an arrow without the need of using a bow
