1.8 world gen in 1.21

Hello, I am new to datapacks, I was wondering if its possible to have 1.8 world generation (such as the caves from back then), on a 1.21 server. And also get rid of large bodies of water such as lakes/rivers.
And if this is possible, how hard would this be?
