exclusive_set tags don't work in 1.21.5?

I've removed 
"exclusive_set": "#minecraft:exclusive_set/damage",
from minecraft:enchantments/sharpness.json
and also removed
"minecraft:sharpness",
from minecraft:tags/enchantment/exclusive_set/damage.json
Why isn't it then compatible? This used to work in 1.21.3
