Minecraft Mining Efficiency calculations

What tool speed would be required to make a block with a hardness of 1.4 break at the same speed as one with 55, I'm so confused with how the calculations in-game work because they're so up in the air about the calculations because reinforced deepslate takes 82.5 seconds and glazed terracotta takes 7 seconds and no matter what I do neither options have consistent calculations and it's just gotten really annoying. Does anybody know what I've gotten wrong/what I'd need to do to get it right?
