players cant rotate when mounted

players that are riding any other entity that is rotated as the player are unable to look around for some reason
for example if i made an armor stand face the same way as a player does and then make that player ride the armor stand, they will both be stuck looking in the same place
this only happens to other players for some reason in the server and i cant figure out why
