Remove the ability to dismount

does anyone know how to take away the player's ability to dismount a horse in 1.21.5? I did it in 1.21.4 and earlier by just mounting them back instantly and it allowed for a smooth ride with the ability to shift. But now it's very easy to see and it just isn't the same
