Why is barrel loot table not applying, but chest loot table is?

I am trying to make some new loot tables, and so far I've just been trying to get them to generate. The chest loot table works fine, and while the /data command shows that my barrels have the correct loot table, it does not work. I've triple checked the file path as well. 
I literally just copied the butcher villager chest for both the loot tables, is there something else I have to do to get it to work for barrels? 1.20.1 in case it matters.
