Question: How can I make a new dimension that is basically just the Minecraft VOID preset.

How can I make a new dimension that is basically just the Minecraft VOID preset. Or empty. I just want a new dimension to exist. I decided it would be really cool to have a new dimension for boss fights in a huge arena. So I was thinking how it can be done. I'd appriciate it.
