Adding recipe

Hi, new to modding, ive tried adding recipes (just one for now) It worked at some point, changed some folders to sort things out, doesn't work anymore.I tried reverting the changes, doesn't work.
here is the location
.minecraft\saves\Datapack test world\datapacks\coolpackname\data\lstv\recipes\wooltostring.json
I do have next to data a pack.mcmeta set to 71 for minecraft 1.21.5.
It is seen enabled when I do /datapack list
theres nothing in the log file
