my structure generates on the nether roof

no matter what I tried everything what I'm aware off. But it generates on the nether roof. But I saw that I made another mistake in the whole process to get the right structure on it but I had fossils but that went correctly underground and had a chamber made. I want it to be it not on the nether roof but just sunk into the ground or lava.
