how do i make a blank datapack wioth functions

so i use particle converter but its old, i made a thingy that converts the commands to new ones. but i wonder if they changed the old way of making a blank datapack? i just wnat a blank datapack with a function folder so i can dump em in here is how i made my folder: yaml plank/ pack.mcmeta data/ magic/ functions/ test.mcfunction
