Why the effects on this summon doesn't work?

/summon spider ~ ~ ~ {Tags:["changed","changedd"],active_effects:[{id:"minecraft:strength",amplifier:3,duration:-1}]} For some reason, the spider doesn't have the strength effects ( and other mobs with effects in their /give ) Before i had no problem with this i just notice
